The construction and programming of the subcultural infrastructure facing the streetscape (text marquees, LED systems, and video projections) provides a public presence for communities and artistic subcultures. It would be funded via the cash flow generated by the commercial infrastructure (billboards facing the freeway). The subcultural infrastructures along both sides of a bridge would create a mediated streetscape, filling an urban black hole with largely invisible cultural voices.
